Scott Mulligan

Scott Mulligan assumed the position of Deputy Executive Director (House) at the Office of Compliance in August 2013. In this position he is responsible for outreach, training and legislative activity for the office.

Prior to joining the office, Mr. Mulligan served as a Senior Counsel at the Department of Homeland Security, Transportation Security Administration directing legal services to their internal investigations office. In this position, Mr. Mulligan provided legal advice and training to TSA Special Agents and auditors on criminal and employment law matters. 

Mr. Mulligan has also served as a U.S. Army Judge Advocate, including serving as a criminal litigation attorney in Afghanistan in support of Operation Enduring Freedom. Mr. Mulligan has held a number of other positions including Senior Counsel with the U.S. Drug Enforcement Administration and a Special Assistant U.S. Attorney for the Eastern District of Virginia. 

Mr. Mulligan has a Master’s degree in National Security Studies from the U.S. Naval Postgraduate School, Center for Homeland Defense and a law degree from Cleveland State University.
