What is the CAA?

The Congressional Accountability Act (CAA), enacted in 1995, was one of the first pieces of legislation passed by the 104 th Congress. The CAA applies twelve civil rights, labor, and workplace safety and health laws to the U.S. Congress and its associated agencies, requiring them to follow many of the same employment and workplace safety laws applied to businesses and the Federal Government. The CAA also established a dispute resolution procedure that emphasizes counseling and mediation for the resolution of disputes.
